Change the style of existing quotation marks Choose Edit > Substitutions > Show Substitutions (from the Edit menu at the top of your screen). In the Substitutions window, select the Smart Dashes checkbox. Click the pop-up menus for double and single quotation marks, and choose a style for each.
Choose Pages > Settings (from the Pages menu at the top of your screen). Click Auto-Correction at the top of the settings window. In the Formatting section, select the “Use smart quotes and dashes” checkbox. Click the pop-up menus for double and single quotes, and choose a style for each.
Go to  Apple menu and open System Preferences. Choose “Keyboard” and select the “Text” tab. Pull down the submenus alongside “Double Quotes” and “Single Quotes” and select your preferred quote style for each. Exit System Preferences when finished.
There are four curly quote characters: the opening single quote ( ' ), the closing single quote ( ' ), the opening double quote ( “ ), and the closing double quote ( ” ). On Windows, hold down the alt key and type the four-digit character code on your numeric keypad (num lock must be activated).
