When you remove the license, all that users data is held for 30 days. You can access the data, or restore the account if the user comes back. After 30 days, all the users data (except for documents stored on SharePoint Online) is permanently deleted from Microsoft 365 and cant be recovered.
If you remove a users license but dont delete the account, you retain access to the content in the users OneDrive site. If you delete their account you have 30 days to access a former users OneDrive data. If you dont restore a user account within 30 days their OneDrive content is deleted.

On the Licensed groups page for the license plan, select the group that should no longer have the license. Select Remove license. When an on-premises user account synced to Azure AD falls out of scope for the sync or when the sync is removed, the user is soft-deleted in Azure AD.
Can an unlicensed user access OneDrive? The unlicensed user in Office 365 cant use most of the service: OneDrive, Office online, Exchange online etc. The user needs the corresponding license to use the corresponding service.
In the admin center, go to the Users Active users page. Select the row of the user that you want to unassign a license for. In the right pane, select Licenses and Apps. Expand the Licenses section, clear the boxes for the licenses that you want to unassign, then select Save changes.
Admins and users no longer have access to the services or Microsoft 365 apps that came with the subscription. All customer datafrom user data to documents and emailis permanently deleted and is unrecoverable. At this point, you cant reactivate the subscription.
Note: If your OneDrive account is deleted (for example if you leave the university), files that you originally owned will still be removed, even if ownership is shared. To fully move a file to a different account, download the file and upload it to the new account.
