Arm. The arm of a letter is the horizontal stroke on some characters that does not connect to a stroke or stem at one or both ends. The top of the capital T and the horizontal strokes of the F and E are examples of arms.
A serif is a small line or stroke regularly attached to the end of a larger stroke in a letter or symbol within a particular typeface. The primary purpose of a serif is to guide the horizontal flow of the eyes. The small lines make individual letters more distinctive and our brain can recognize words quicker.
In most jurisdictions, typeface designs themselves are not eligible for copyright protection. This means that the artistic concepts and shapes of letters in a typeface are generally not protected by copyright law. You can create a new typeface that is visually similar to an existing one without infringing on copyright.

Theres no problem with you tracing the letters as long as you arent creating a product that could be considered a derivative of the font. That would be something like creating your own font from the tracings or creating letterform products like fridge magnets.
A serif is a short line at the beginning and the end of strokes. Serifs are what make a typeface a serif or a sans serif. Serifs can have different shapes: hairline, square/slab, wedge. They can all be bracketed or unbracketed, meaning that their connection to the stroke is rounded or perpendicular.
Its best to avoid confusion. Upper-case I gets two serifs (the two short horizontal lines). 1 should get a small serif hanging off the top to differentiate it from lower-case L (l). To differentiate 1 from 7, a line should be drawn across the middle of the 7.
