The only tag that can precede the opening html tag is the DOCTYPE tag. It is used to select the XHTML DTD (Document Type Definition) that sets the rules and syntax for the XHTML document. A well-formed XHTML document must contain properly nested and closed html, head, title, and body tags.
There are six levels of numbered headings in XHTML with h1 as the most important and h6 as the least.
There are six different HTML headings which are defined with the

tags, from highest level h1 (main heading) to the least level h6 (least important heading). h1 is the largest heading tag and h6 is the smallest one. So h1 is used for most important heading and h6 is used for least important.
HTML was written as an SGML application. Each element type had to be defined explicitly (DTDs provide no way to define element types with wild cards), so an infinite number could not be defined. 6 was presumably chosen because it was assumed that nobody would need a sub-sub-sub-sub-sub-sub-heading.
HTML defines six levels of headings. A heading element implies all the font changes, paragraph breaks before and after, and any white space necessary to render the heading. The heading elements are H1, H2, H3, H4, H5, and H6 with H1 being the highest (or most important) level and H6 the least.
XHTML was developed to make HTML more extensible and flexible to work with other data formats (such as XML). In addition, browsers ignore errors in HTML pages, and try to display the website even if it has some errors in the markup. So XHTML comes with a much stricter error handling.
