As the name implies, a link state routing protocol is most concerned about the state of the link. Is it up, or is it down? It makes its routing decisions based on connectivity. If its up, we can traverse this link and get to that location. If its down, we cant. Now, one of the things that a link state routing protocol might be able to do is to consider how fast the link might be. That way, we can understand not just uptime and availability, but which one is going to be the much faster route to get to that location. And again, that is part of the link itself. As already mentioned, Link State routing protocols hold 3 distinctive tables: a neighbor table, a topology table, and an actual routing table. Link state routing operation follows four simple steps; each link state enabled router must perform the following: Discover its neighbors and build its neighbor table.
Routing protocols use the cost of a link as a metric to try to describe the penalty for using a particular link. The shortest path is then the path with the least penalty or least cost. Now, these costs may or may not be well aligned with the real monetary costs.
OSPF Database Description packets actually carry the LSAs. These packets are used by neighbor routers to exchange databases at initialization. Link State Request packets are used to request specific LSAs.
OSPF is a link-state routing protocol that sends information about directly connected links to all the routers in the AS network. The protocol has a full picture of the network topology, which is shared with all the routers in an area of the AS to calculate the shortest path to each destination.
Examples of Link state routing protocols include OSPF - Open Shortest Path First and IS-IS - Intermediate System to Intermediate System.

Link State Packet (LSP) is a packet of information generated by a network router in a link state routing protocol that lists the routers neighbors. Link state packets can be further defined as special datagrams that determine the names of and the cost or distance to any neighboring routers and associated networks.
Each router builds a link-state packet (LSP)containing the state of each directly connected link. This is done by recording all the pertinent information about each neighbor, including neighbor ID, link type, and bandwidth.
