BEPS Action 6 addresses treaty shopping through treaty provisions whose adoption forms part of a minimum standard that members of the BEPS Inclusive Framework have agreed to implement. It also includes specific rules and recommendations to address other forms of treaty abuse.
In order to be able to integrate these measures quickly and effectively into the respective double taxation agreements (DTAs), the so-called Multilateral Instrument (MLI) was created. Germany signed this instrument in June 2017.
Status of the MLI as of 6 March 2023. As of 6 March, 100 jurisdictions have committed to participate in the MLI (the list of signatories can be found on the OECD website).
