The difference between disabled and readonly is that read-only controls can still function and are still focusable, whereas disabled controls can not receive focus and are not submitted with the form and generally do not function as controls until they are enabled.
When a form is disabled it means that it cannot be accessed by anyone through its form URL/link.
Go to My Forms, select the form you intend to enable or disable, click More, then change the forms status by clicking either Enable or Disable.
We have a system which detects the phishing fields in forms and this system suspends the accounts and disables the forms if there are fields that include phishing fields.
