Click on Start Settings Personalization. Scroll down on the right to Show accent color on the following surfaces. Titles bars and windows borders selected will work and both selected will work. If you use only Start, taskbar, and action center then the color change wont work.

Heres what you need to do: Right-click an empty area of the taskbar and choose Taskbar settings. Expand the Taskbar behaviors section at the bottom. Look for an option called Combine Taskbar buttons and hide labels.
You can also go to the window and right click on the white space in the title bar or click on the down arrow in the title bar. Click on the Hide Titlebar option.
Go to Format Font Font. + D to open the Font dialog box. Select the arrow next to Font color, and then choose a color.
Go to Settings Personalization Colors. Confirm that Show accent color on title bars and windows borders is enabled. Try changing the accent color to a different one and check if the issue persists.
