The Payment Services Directive is an EU Directive administered by the European Commission (Directorate General Internal Market) to regulate payment services and payment service providers throughout the European Union (EU) and European Economic Area (EEA).
Payment Service Provider (PSP) In the PSD2 context, a PSP is the entity that enables merchants to accept online payments such as credit card, debit card, or bank transfer (direct debit or SEPA) either with or without a merchant account. PSPs are combinations of payment gateways and payment processors.
The Payment Services Directive (PSD2) empowers the Commission to adopt delegated and implementing acts to specify how competent authorities and market participants shall comply with the obligations laid down in the directive.
PSD2 requires banks to implement multi-factor authentication for all proximity and remote transactions performed on any channel to protect the consumer. This obligation means using two of these three features: Knowledge: Something only the user knows, e.g., password, code, personal identification number.
The PSD2 requires that all such third-party payment services providers be authorised and regulated. It authorises the relevant authorities to monitor and supervise their activities. The PSD2 sets rules for access to payment accounts for third-party payment service providers.
What are the PSD2 requirements? Under PSD2, financial institutions must allow customers to grant trusted third parties access to their account data for payments and accessing financial products and services. Payment providers must ensure that cardholders are who they say they are.
The first Payment Services Directive (PSD1) was adopted in 2007, to establish the legal foundation for an EU single market for payments, for safer and more innovative payment services across the EU. The objective was to make cross-border payments as easy, efficient and secure as national payments within a Member State.
PSD2 prohibits TPPs from accessing any other data from the customer payment account beyond those explicitly authorised by the customer. Customers will have to agree on the access, use and processing of these data.
