There are two parts to the registration certificate. Part I (Zulassungsbescheinigung/Fahrzeugschein) must be carried by the driver of the motor vehicle. Part II (Zulassungsbescheinigung/Fahrzeugbrief) does not constitute proof of ownership and should not be kept in the vehicle.
In Germany, you have to register your residence and deregister when you move abroad with the registration office. If you dont, you will be considered a resident of Germany. You will continue to be liable for certain payments in Germany, e.g., public broadcasting service fees, health insurance contributions, or taxes.
When must I complete my Anmeldung? Legally, you must complete your Anmeldung within 2 weeks of moving to a new address in Germany if you intend on living in Germany for more than 3 months.
German: Meldebescheinigung. The registration certificate is official proof of having registered a current address. It can be used for official and private purposes. Registration certificates are issued by the Residents Registration Office.
If you will be staying in Germany for longer than three months, you will need to register your home address with the local citizens office in the city where you live within 14 days of moving in.
Every person with residence in Germany has to be registered there (general compulsory registration). This includes the obligation to register change of residence within a week after the move to the registration office in Germany. Not doing so constitutes a misdemeanour and carries an automatic financial penalty.
If you move into another apartment in Germany in addition to your main residence, you must register this as a secondary residence with your responsible registration office within 2 weeks of moving in.
