Jesus told the disciples that whatever they would bind or loose on earth would be so in heaven. The church has the keys of the kingdom of heaven, meaning, Whatever you bind on earth shall be bound in heaven, and whatever you loose on earth shall be loosed in heaven (Matthew 16:19).
Moreover, binding can be seen as a spiritual or religious practice. It may involve rituals, ceremonies, or prayers aimed at uniting individuals with higher powers or divine forces. This spiritual binding seeks to establish a connection, seek guidance, and find solace in something greater than ourselves.
Christ gave Peter and the other apostles the authority to legislatively bind and loose (to permit or to forbid). Under the guidance and inspiration of the Holy Spirit, the apostles exercised this authority in the epistles, sermons and prophecy recorded in the New Testament.
In Matthew 18:18, Jesus gave this power to his disciples: . . . whatever you bind on earth will be bound in heaven, and whatever you loose on earth will be loosed in heaven.
Whatever you bind on earth is already bound in heaven, and whatever you loose on earth is already loosed in heaven (Matt 16:19 (HCSB; similarly CSB).
18:18 expresses the conviction that God causes a person to repent (which does not deny there also being human causation).
Binding also referred to the imposition of a ban on someone, or, in other words, to excommunicate the person from fellowship in the community. Loosing, in the same context, meant to restore the person to the community. The synagogue had the power to admit or expel members ing to Rabbinic law.
In usage, to bind and to loose simply means to forbid by an indisputable authority and to permit by an indisputable authority. One example of this is Isaiah 58:56 which relates proper fasting to loosing the chains of injustice.
