A Vehicle Identification Number (VIN) is specific to a vehicle and is considered PII.
Is it safe to send PII via email? No, you should never send PII over email. However, if you must send PII over email, it needs to be encrypted and certain security protocols must be met to ensure that if its intercepted, the PII wont be readable.
Zip code is explicitly considered a HIPAA / Safe Harbor identifier (any geographic division smaler than a state / province is PII by HIPAA standards). First three digits of Zip code are usually safe.
Here are some examples of PII that can be considered linkable information: First or last name (if common) Country, state, city, zip code.
Info such as business phone numbers and race, religion, gender, workplace, and job titles are typically not considered PII.
When emailing Sensitive PII outside of DHS, save it in a separate document and password-protect or encrypt it. Sensitive personally identifiable information can include your full name, Social Security Number, drivers license, financial information, and medical records. Non-sensitive personally identifiable information is easily accessible from public sources and can include your zip code, race, gender, and date of birth.
