To receive a letter of recognition from the IRS, a 501(c)(4) organization must file a Form 1024 (Application for Recognition of Exemption Under Section 501(a)) within 27 months of formation to receive a letter recognizing exempt status dating back to the formation of the organization.
Section 506 requires an organization to notify the IRS of its intent to operate as a Section 501(c)(4) organization. The IRS has developed a new form Form 8976 that organizations should use to provide this notification. For information about applying for exemption, see application for recognition of exemption.
In addition, 501(c)(4) organizations are prohibited from engaging primarily in political activity, i.e., attempts to influence an election of a candidate for federal, state or local office. In contrast, a 501(c)(4) may engage in unlimited lobbying or issue advocacy for the public good.
There are some filing fees involved with starting a 501(c)(4), including the $50 due with your Form 8976 and the $600 user fee associated with filing a Form 1024-A.
